Enhancing Power Reliability: EU and US Explore New Processes to Improve Quarterly Power Analysis

As the cost and feasibility of decarbonizing power systems continue to improve, the global energy landscape is witnessing a significant shift. However, balancing the shift in power system dynamics and resource planning effectiveness is still challenging. This study explores effective strategies to enhance power reliability in China by Drawing insights from established practices in the United States and European Union. The paper includes a detailed overview of the rolling power reliability outlooks used in the US and EU, which involve a biannual assessment of power system adequacy under various scenarios to ensure reliability during peak winter and summer periods.  The study also highlights China’s recent policy initiatives to improve power reliability management and suggests implementing regular regional power reliability outlooks to address potential system vulnerabilities. The study proposes policy recommendations for China through comparative analysis, drawing on international experiences to support the ongoing energy transition towards a more reliable and sustainable power system.
